Introduction

Registration for the next year’s Primary One student intake would usually take place in July to August. All Primary Schools in Singapore would be open during the period for registration of new pupils.

As Compulsory Education is required by law, all children born after 1996 would have to attend at least 6 years of compulsory education at a primary school. Due to this reason, all children would have to apply in the Primary One Registration Exercise, causing there to be frequent scrambles for vacancies in primary schools.

The registration exercise is split into three main phases, with Phase 2 comprising Phase 2A1, 2A2, 2B, 2C and 2C Supplementary. The registration exercise would be carried out with Phase 1 applicants being admitted first, followed by applicants from Phase 2A1, 2A2 and so on.

Within each phase, the distance between the applicant's home and the school would be considered. Applicants staying within a 1km radius of the school would be admitted before those staying within a 2km radius. Should there be many applicants who live beyond the 2km radius, balloting exercise would be carried out to determine the successful applicants.

Phases of Primary One Registration

In Phase 1 of the registration exercise, siblings of pupils currently studying in the primary school would be admitted. Application would be done through the older sibling and usually all who apply in this phase would be enrolled.

In Phase 2A1 of the registration exercise, pupils apply to enter the primary school would be admitted if their parents have studied before in the school of choice or if the parent is an alumni member of the school for at least one year. Pupils whose parents are members of the primary school’s management committee would also be enrolled in this phase.

In Phase 2A2 of the registration exercise, pupils would be admitted if their parents or siblings have studied before in the primary school of choice. Pupils whose parents are members of the primary school’s staff would also be admitted in this registration phase.

In Phase 2B, pupils whose parents are voluntary workers with the primary school would be admitted. A requirement for parents to be deemed as voluntary workers is that the parent must have joined the voluntary service for at least a year already and must have done at least 40 hours of service to the school by the time of his child’s registration.

In Phase 2C, any child who is a Singapore Citizen or Singapore Permanent Resident but did not qualify for any of the above phases would be admitted. Usually, the number of applications would exceed the number of available intake slots. When this happens, balloting would take place to determine which pupil would gain a place in the primary school.

As the number of vacancies in the primary school left after Phase 2A2 would be equally divided between Phase 2B and Phase 2C, there would often be many vacancies left after Phase 2B. These vacancies are then channeled to Phase 2C Supplementary, where pupils who had previously applied in the earlier phases, but failed, could try again in their application. The number of vacancies in Phase 2C Supplementary is often very little and balloting would then be required to allocate these vacancies to pupils.

In the final phase of the primary one registration exercise, Phase 3, all children who are not Singapore Citizens or Singapore Permanent Residents would be allowed to apply. However, most prominent and well-known primary schools would have their vacancies totally exhausted before this phase. Any pupils who have not registered in the previous phases would also be eligible to apply for admission in this phase.
